RE: The tariff classification of printed circuit boards from Thailand and Malaysia.

Dear Ms. Richardson:

In your letter dated November 27, 2000 you requested a tariff classification ruling.

The items in question are printed circuit boards designed for exclusive use in both color projection and direct view televisions. Each item is a fully populated, single printed circuit board with permanent electronic components.

They are denoted as the “A” board and “G” board. They are both exclusively designed to provide various TV set functions such as: main and sub-tuning, audio control and amplification, A/V switching, the television micro-controller, sub-deflection signal generation and micro-controller, main switching and high voltage power supply, sub-deflection amplification and vertical deflection amplification. It should be noted that each board is a single complete board whose circuitry performs the specified functions. They are not sub-assemblies and no other components that will be incorporated within the television receiver will perform their design functions.

The applicable subheading for the printed circuit boards denoted as the “A” board and the “G” board will be 8529.90.0600, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts suitable for use solely or principally with the apparatus of headings 8525 to 8528: Other: Printed circuit assemblies: Of television apparatus; Printed circuit boards and ceramic substrates with components assembled thereon, for color television receivers; subassemblies containing one or more of such boards or substrates, except tuners or convergence assemblies; Other. The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
